is it true that funding in spring session is less available than fall session?

Yes. This is true.
The majority of the graduate students are admitted at Fall semester. Therfore, TA, RA and fellowships are often allocated to the students who are admitted at Fall. Normally, Universities do not accept graduate student for the fall semesters unless in special cases.
