Why there are new TOEFL guidelines?

Is there anybody who know or can guess the reasons for the new TOEFL requirement for the FPGEC?
now they require TOEFL test to be taken inside USA!!!!!!!!!!! we try it for years in our countries and suffer . now what should we travel to US for TOEFL.
what do they want to reduce the number of people receiving the FPGEC ? why do they take such harsh decision?

well,
it seems clear to me my friend. There is no more shortage of pharmacists as years ago. The purpose of these new rules are obviously to discourage foreigners to start with the FPGEC program.
There is nothing we can complain about, new rules are made in response to changes and this is the response on Nabp. I disagree but is better to know before you start rather than getting involved in years of efforts and sacrifice for nothing. If I would be just about to start I would either stay in my country or I would look to somewhere else than US.
