My question is as follow, does the canadian boared of pharmacy allow (FPGEE) certificate holder to do an intership in Canada? Assuming the candidate has a (permanent residency) in Canada?or it is valid to work only in the USA?

FPGEC is valid only in USA not in Canada. You need to write PEBC exam to practice as a Pharmacist in Canada, although if you are Canadian citizen.
