FPGEE and ECE documents for admission

Hello,

My name is Adriana and I'm from Roumania. I want to apply for the FPGEE exam in april... please help me with the information on how to send my documents. I searched ECE and NABP site but I got to a dead end. IF i understand correcly, the University from wich I graduated should send the documents to ECE and NABP?
I have more other questions and i would like to talk to someone who can help me.

for ECE you have to send the CEC application which you can get from their web site "you have to fill then print it" with the fee $85, and two copies of the official transcript and two copies of official proof of degree, in sealed envelops "should be sealed by the university"
for NABP you first have to ask for the application from their web site, when they send it to you, you have to fill it and send it back with Official proof of a license and official proof of registration, each in a sealed envelop, with the fee $800, 2 personal photographs one should be glued on the application,
and a certified photocopy of a current photo identification, for
example, a driver’s license, a state-issued identification
card, or a passport, and a Certified photocopies of documents, such as
birth certificates, marriage certificates.
all in english even the stamps or seals. you can send them by yourself, it is not important to be through the university
i don't know how to send the fee from your country so you can ask or go to NABP site
and now go back to NABP and read "DOWNLOAD FGPEC APPLICATION BULLITIN" again and see if i missed any information "you have to be sure", i just tried to help
