I don't know about this. All of our friends received only small envelopes since everyone passed at their first attempt.
Don't worry though. I felt terrible two months after the exam. I could not sleep, eat, and do anything productively but the result was positive. I would suggest you all to plan for the next step on your FPGEC process and fight for TOEFL iBT. FPGEE grading is a lot different than the TOEFL iBT-Speaking. This is the big enemy that everyone underestimates.

Facts: Be sure to pass all sections of TOEFL iBT (R21, L18, S26*,W24) before applying for FPGEE. Thousands of candidates passed FPGEE but could not achieve TOEFL requirement after several attempts. Percent passing rate on the speaking section is only 10 percent. (http://www.ets.org/Media/Tests/TOEFL...mmary_2008.pdf, page 5) The average score on the speaking section of the US candidates is 22 and candidates from English speaking countries is 23 (http://www.ets.org/Media/Tests/TOEFL...mmary_2008.pdf, p. 9-10.)
