The issue about the best strategy for managing a business, or any enterprise, is to find the most capable people and give them as much authority as possible is of great controversy. Some experts argue that giving them as much authority will result in a great havoc. Others argue that giving them full authority will help the company in making quick decisions. However in my view, giving the most capable managers as much authority as possible is not good for the company. Firstly, finding the most capable people is a little ambiguous word because in a business, every change is very rapid and a person of great capability before a year may not cope with the latest developments in the present period. For example, in a movie business, the director plays a major role in presenting a good film and the director named Mathew Philip has a good track record in the past era but he was unable to cope with the latest developments in the movie market and presented a movie, which is a big flop. Secondly, giving the most capable people as much authority as possible is a very risky in business because a person loyalty to organization cannot be judged by his capability to work. For example, during the past, in the power distribution company, the area manager has the utmost authority to carry out any major works, which involve several million dollars, and there is no proper check over the managers whether they are carrying out the work as per the estimate. This resulted in a biggest scam, causing huge loss to the company which ultimately led to the bankruptcy. Finally, finding the best capable and giving as much authority will some times help the company in making the quick decisions, which is good for a company. However, there must be a check over the persons who had given the highest authority. All in all, the issue about the best capable managers providing with highest authority is not so good for successful running of a company. The company providing highest authority to the managers must also have a proper regulation in place. |

I would suggest improving your tense usage. These errors could result in less points for your essay. This sentence below would make more sense if you break it down into shorter sentences to give a clear meaning. For e.g.- the example about the movie director, which I have modified:
"For example, in a movie business, the director plays a major role in presenting a good film. Based on this assumption, a director named Mathew Philip, having a good track record in the past era, was given the responsibility to make and present a movie using the latest technology tools. Since he was unable to cope with the latest developments in the movie market, he presented a movie that he created using obsolete tools, which resulted in a big flop." I would give a 3.5 or 4 since the overall logical reasoning has a reasonable flow to it. |

And taking it a step further, here's what you could say:
"For example, in a movie business, the director plays a major role in presenting a good film. Based on this assumption, a director named Matthew Phillip, who maintained a good track record in the previous era, accepted the role of preparing a movie using the latest technology. However, he lacked the technical knowledge and skill required to apply the latest developments in the movie market. As a result, his most recent movie production attempt suffered a major setback." (ended/resulted in failure.) (failed.)
