Examples in Analysis of Issue

In analysis of issue, do we need to give examples relevant only to USA.
In case if we give examples relevant to other societies, evaluator may not understand them.

I believe that is your examples are too local and liable to be misunderstood if the cultural and social context is not familiar, then such examples should be avoided. The idea after all is to convey your ideas to the reader. If the reader does not know the context of your example, its just a bunch of words without any coherent meaning. My 2 cents.
