It has to be C.
As in E, rodents can get attracted to the trash in the house also..E just suggests that the duration of accumulation is long. In C.. its important to understand that when the trash is placed at the curb,... which trash bag belongs to which house is traceable ..and this is not the case with first option. And we do need sorting of trash in some countries. |

i go wih C.
If C is not established, how could one analyze whom to levy a penalty. Of course, by only analyzing one by one can one manage to clarify bad users. In municipial containers(in A) it's impossible to analyze who put what. |

IMO C
There are chances that residents fail to place their containers at the curb twice a week for trash collection, and in that case the trash could attract the rodents...... As per C...... If the residents fail to sort their trash properly, they could be caught easily........this is not possible in case of common trash box......... |

E is the correct answer.....It is not mentioned where r u sorting out trash maybe they want u to sort in both the plans.
Also they ask you which plan is better? Which as i interpret is not only from the resident s point of view but in general which plan would be a better plan to dispose waste......IMO E |

IMO C
Havent heard that recyclable products attract rodents. (bottles, iron, etc) Where as in C, if there is a penalty and it is dumped by everyone at a single place, it will be difficult to find who sorted incorrectly whereas if it is collected from individuals levying of taxes would be possible. |

Very much (E).
If (E) i.e. if recyclable trash that is allowed to accumulate for two weeks will attract rodents then, implementing plan 1 will result in attracting rodents whereas implementing plan 2 will not because under plan 2, residents will be given individual containers for recyclable trash and the containers will be placed at the curb twice a week for trash collection. |
