In the United States during the 1920's, for example, a black market for alcohol developed during the Prohibition period. During this period, many organized crime groups grew tremendously more powerful through their black market activities distributing alcohol. Why is the first sentence not the conclusion? It would appear as though the following statements are evidence which supports the fact that when a product in demand is illegal and available that a black market develops.
