Why we are choosing D when it is said that August is the month when ther is neither a holiday nor an abundance of merchandize hence no sale.
in D assertion is : If there is not a manger’s sale being run some month, then there is holiday sale being run in that month.
what if there is no extra merchandize and no holiday i.e. August then how can this be true?
Please explain.

agreed that if the manager wishes to clear a line of merchandise, then he/she can...
but what if there was no excess merchandise in august.. Then the manager's wish about clearing a line of merchandise does not make any sense!!
morever assuming that there is a sale in august declared by the manager for no reason (even when there is no excess merchandise), but this is just for the month of august
How do we know that for other months also, the same action will be taken??

The answer of this question is in the very first sentence of the passage. "At all times there is either a “manager’s sale” or a “holiday sale” or both going on." It means in any month there must be a sale.
Now consider D "If there is not a manger’s sale being run some month, then there is holiday sale being run in that month."
Hence D.
