16*10^-7 means 0,0000016 and "any decimal that has only a finite number of nonzero digits is a terminating decimal. for example, 24, 0.82, and 5.096 are three terminating numbers."

according to this info the answer is 7

I agree. I think by non-zero digits, it is referring to the decimal part so it should be seven.

the answer for the third one should be two as there are two non zero digit numbers.. 1 and 6
so the answers have to be ..E B B A
