IMO C

Together: 57 + 63 = 120 floors per min
Distance between floors: 51 - 11 = 40 floors
So time required = 40/120 = 1/3 mins

Distance traveled in 1/3 mins by Steve = (1/3) * 57 = 19 floors
11 + 19 = 30!
