Between C and E, I chose E, because the first part of the sentence speaks about 'building large new hospitals' and the second part about 'duplication of facilities'. Both appear to be parallel. On C, 'duplicated facilities should be avoided' sounds awkward. 'You are not building because duplication is to be avoided.' This sounds more logical than saying 'You are not building because duplicated facilities should be avoided'
