It appears illogical to some people that West Germany, which bans such seeming lesser evils as lawn-mowing on Sundays, still has some 4,000 miles of highway with no speed limit.
(A) which bans such seeming lesser evils as
(B) which bans such seemingly lesser evils as
(C) which is banning such seeming lesser evils like
(D) banning such evils that seem lesser, for example
(E) banning such seeming lesser evils like

SPOILER:
The OA is B. but is it not the case that we use as to introduce a clause and like to introduce a phrase. Why B is correct and not C or E.

B is correct because we need adverb seemingly before adjective lesser.

(A) which bans such seeming lesser evils as [the use of seeming sounds odd. Besides, adverb form "seemingly" must be used here as it modifies lesser, the adjective. Adverb modifies adjective, verb and another adverb but adjective modifies noun and pronoun]

(B) which bans such seemingly lesser evils as [Correct]
(C) which is banning such seeming lesser evils like [the use of continuous is redundant. such......as is the correct idiom]
(D) banning such evils that seem lesser, for example [simply redundant]
(E) banning such seeming lesser evils like

Answer: B

B is correct

as seemingly is the correct use and which correctly modifies the preceding noun West Germany. Hope that helps.

B. lesser should be modified by an adverb. So seemingly is the right choice.

An Adjective always modifies a noun but an Adverb can modify a verb or an Adjective. Here Lesser is an adjective.

you are right "as" is used for comparing non-nouns or introducing clause. But in this case with C. The error is also in the usage of "such ...like.." it must be "such ...as.." when giving examples.

Same error with E.

IMO B, like is used to compare nouns and as to compare clauses.
For C, "such .. like" is unidiomatic.
