    A) the collateral against which farmers borrow to get through the harvest season, is

    730+...this time or never!!

    declining values... are(good); which farmer... season modifies 'the collateral' (good), the location of 'again' is correct. Let's keep it!

    therefore IMO is E.
    Have I missed anything?
