Well..m not sure what your exact question is..if you meant when to use establish and when to establishes..then the answer is pretty simple..

Plural Subject will take establish as verb..
Singular Third person subject will take establishes as verb..

The rules above are applicable only when the mood of the sentence is not subjunctive..if the mood is subjunctive, it will follow the rule of THAT + INFINITIVE FORM OF THE VERB WITHOUT TO..

E can't be answer for simple reason that it changes the meaning of the intended sentence. The original meaning is board should fire teachers and establish pay scales. How can we say whether firing teachers will bring pay scale, which is what E suggest.
