E: wrong. they refers to fund
D: wrong, its not the state who is exausting its oil reserves.
B: too wordy, so not the best of options

Among A&C, i will go with C.

C it is.
A] Intention to is incorrect idiom. Intention of is correct.
B] 'They' needs to be 'it'.
D] Implies that the fund exhausts the oil reserves.
E] Same as B.

You're all right OA is C. Fiver, does it in (D) refer to funds or the state??? Because I think it refers to Alaska.

Your are right. The phrase in option D is an absolute phrase and the possessive 'its' refers to 'Alaska' just as the 'its' in the non-underlined part does.

It was never our intention to mislead or provide inaccurate information
his intention to include a government-run insurance plan, or public option

all these are correct...

A could have been better if we had a verb after the word "after"
