Doesn't E change the meaning? The original sentence is saying all were not live. E says that not all were carried live.. which could mean some were.

I'm confused.

The problem in A is

all the proceedings of the Communist party conference held in Moscow were not carried live

We want to say that some of the proceedings were carried out live

and not

Out of all the proceedings some were carried live..

I think this is the deifference. It is mainly in the y the sentence is constructed.

You are right. Option A implies that 'not one' of the proceedings was carried live, while option E implies that some indeed were.
Now look at the non-underlined part: It conveys that audiences have seen atleast some live coverage. This is not possible if option A were the intended meaning, one reason why E is better.
