IMO D

the proposal is - "to tax away all capital gains on short-term investments"

we cant user gerund (taxing) here as it talks about future (would) so we need an infinitive (to tax)

what is OA?

The possessive 'its' can only refer to 'the proposal'

what is the logic for gerund that you are saying here i.e. we cannot use gerund here and we have to infinitive here.
