A question about "when"
OG 11.Question 8
Rising inventories,when unaccompanied correspondingly by increases in sales,can lead to production cutbaks that would hamper economic growth.

there are some options that begin with 'when" and the others that begin with "if not".My Question is does "when" always refer only to a time period.or are there any other usages? OG says "when"refers to a condition.
what kind of condition does it refer to?
