I could clearly infer the meaning of this sentence only after reading option E.
A] 'they' illogically tends to refer back to 'rules' B] Is awkwardly wordy. C] Misses out on the 'in' before 'national elections' D] Illogical comparison. E is my pick. What's the OA? |

A - > 'they' wrong antecedent
B -> the phrase starting with'because ....' modify rules. Wrong C - > ambiguous antecedent for 'they' D - > illogical comparison E wins
_ _ _ _ SIG _ _ _ _
Failure is not an Option |

No doubt the question is little bit confusing, but is easy with the POE. E is right
