Not until the Enlightenment, some 200 years ago, had society seriously questioned the right of the state that it could execute its citizens.

We also need to watch out for the verb tense. Option © uses the past perfect "had questioned" and option (D) uses the past tense "questioned." In this case, there is no need for the past perfect, since we're not trying to establish that one thing happened before another in the past. We're just trying to established that one thing happened in the past. This eliminates answers (A), ©, and (E). We're left with (B) and (D), and (B) states "did society questioned" which isn't grammatical. That leaves us with (D) as the answer.
