    My choice is 'D'. It is the only sentence in which the phrase "Without natural predators and no hunting allowed in expense of green suburban neighborhoods" that defines 'New Jersy' is placed close to the noun 'New Jersy'. In all the other sentences, the phrase stands to qualify a noun different from 'New Jersy' which is not corret.
    Anyways, Official Answer please!!!

    I dont think it can be "D". Cuz its not New Jersey that has is affected by "no natural predators". Its the deer population.

    Agree with C. D is close ..but it modifies New Jersey and not the deer population.
    Moreover "estimate to have" sounds wierd.. it'll be better to have "estimate" or "estimate that"..

    C is the right choice....in D the "to have" is wrong as it refers to to polpulation ( singular) ....

    Only C fits here, the whole first part of the sentence modify deer population.
