    Tense issue, we are talking about of construction of sewage system that happened between 1876 and 1904
    B & c uses present tenses
    D , E are wordy

    I agree with A as well. If you notice, more than wordy, E changes meaning. There is no mention of public health.

    You are right. B is incorrect. the tense is not right.

    I agree with the tense issue in B, however sentence A does not seem to be logically correct to me. construction between 1804 etc, does not make sense. construction should be followed by of 3 sewers etc...

    can someone explain...

    B is wrong because of the use of present perfect tense. You cannot use this tense for a construction that happened over a century ago.

    In English, it is very common to insert dates as is used in this sentence. However, the primary part here is that original sentence uses the correct tense. The time construction is secondary. Though may not sound quite idiomatic, the original sentence is the best choice.
