# 2 is a wicked one. The Official Answer is B, which at first might seem to be missing a 'then' statement to complement the 'if' statement. However, I think 'in effect' --in 'the perpratators are in effect told'-- is used here in place of 'then'.

So, rather than saying 'then the perpetrators are told', the passage says 'the perpetrators are in effect told', eliminating the need for a 'then' clause. Very elusive.
