    My pick - A.

Since "local school board discovered..." - whatever they discovered gotta be in simple past as well. A provides this.

    Wuts the Official Answer?

    I feel its C.
por favor, el señor post the Official Answer?
Reason: its discovered that curriculam has some problems which continues into the present. And I dont find any reason to include 'have' after the physics classes.

    Tough question indeed.

    hmmm...amit, can see wut u r thinking..
but if u feel its C "has had" thing.. wont you prefer D?
D gives tense parallelism for cause and effect..? (has had... have attracted)

i'll still stick to A though

I go for D This one needs a past perfect tense. "have" is needed here
