    What's the source of these questions?

    'Forbid x to y' is not the only use of forbid.
    This might be interesting for folks since these questions use forbid twice.
    This is from wikipedia.

    advise, recommend and forbid:
    These are followed by a to-infinitive when there is an object as well, but with a gerund otherwise.
    • The police advised us not to enter the building, for a murder had occurred. (us is the object)
    • The police advised against our entering the building.

    I think the correct usage should be:
    "forbid" + someone + "from"

    Hence, 2. B, 3. A
