In this case, "it" can refer to the capital or US or world war? D: Again a probelem with "it"? Also, this is a passive structure usually not preferred. C is the correct answer. "it" does not agree with "sums"...... this make this question little tricky because someone thinks that "it" refers to capital which is awkward..... only C shows proper grammer construction.
