    D - "it" cannot be used as its not the same "hourly rate"

    Rule 1: "hourly rate" is singular. For correct comparison we need a singular - Usage of "many", "are" is incorrect. Eliminate A,B,C.

    D: was better than it is - confusing structure and tense.

    E is the answer.
