It's ventures, especially those situated in the Tech Area.

 

capital expenditures, especially if situated in the Tech Area. - We know that expenditures are not situated in the Tech Area.Hence, the referred noun is wrong.

In the first sentence it seems as if the reason for the increased expenditure is the fact that the industry is situated in the tech sector. Option "B" corrects that mistake by replacing if with those.

B should be the answer. D is wrong for two reasons. First, I think we should use "has increased" instead of "increased" because they are talking about "the current economic recovery." (on-going) Second, "especially if

situated" sounds awkward, "those" sounds much better. Experts, please feel free to correct me if you don't agree.
