B. equally likely to exceed the proposed speed limit as they are "As they are the current one" changes the meaning. C. equally likely that they will exceed the proposed speed limit as "Will be equallly likely that" D. as likely that they will exceed the proposed speed limit as "Will be as likely that" is unidiomatic E. as likely to exceed the proposed speed limit as they are. as likely to exceed the proposed speed limit as they are.
