Although it sounds weird, Option A, relatively, is the best answer.

 

B. equally likely to exceed the proposed speed limit as they are

"As they are the current one" changes the meaning.

 

C. equally likely that they will exceed the proposed speed limit as

"Will be equallly likely that"

 

D. as likely that they will exceed the proposed speed limit as

"Will be as likely that" is unidiomatic

 

E. as likely to exceed the proposed speed limit as they are.

"They ARE the current one" is incorrect. Should have been as they DO...

The words marked in RED are redundant and hence removed from the above answer choice.

To maintain Ellipsis, Shouldnt it be,

The Drivers are as likely to exceed the proposed speed limit as they DO (to exceed) the current (speed) limit.

Drivers are as likely to "do X" as they "do Y".
