clearly B;usage of 'had grown' is correct.

 

In the question, if the years were swapped,

my answer would have been 'D'. Am I right here ?

 

i.e., if the question were:

In 1997 children in the United States spent an average

of slightly less than two and a half hours a week doing

household chores; by 1981 they had spent nearly six

hours a week.

 

and option D were:

chores, compared with a figure of nearly six hours

a week in 1981

I agree with aru4912,

 

Chronological order makes a difference in the usage of "compare with", when the comparing objects are Dated events.In such comparisons, the latter part serves as a reference.

 

When we compare X with Y, it is logically correct to place the latest event as X and the past event as Y.
