Here is my explanation: To keep the parallelism sentence need "cutting their feed allotment" as second part because third part, which is not in error says "raising them on special diets" and first part again, which is not in error says "growing fish". This means option B & E are eliminated. Now we are left with A, C, & D. In case of A, & D their/them is coming first which leave a dangling link. Because it does not make clear whether their/them is refering to fish or suppliers. That leaves us with C. Although it is not the perfect answer but it looks best among others.
