Not sure, if this SC was already discussed in the forum; I searched for it but did'nt get the link and hence posting it here ..

My answer is B.

Between B and C, it is implied that Soaring television costs are a greater proportion than <such costs> in any previous election.

So, there is no need to mention "than they have been" in any previous election.
