My answer is C.

discovered...attracted should be parallel.So, we can eliminate B and D.

Looking at the sequence of events, the Physics curriculum is set in the past and is still followed.Hence, present perfect is required.

However I am leaning towards C too because of past tense in the first sentence "The local school board after extensive research discovered"
My understanding is that sentence needs to maintain same tense.
