Between D and E. E is clear and concise. So i think E is the answer

IMO E...
Confusion was between D and E. In D, Anti trust laws is far from prevented that modifies it and is not correct.
@ scorpion: 'have needed' in E explains that the statement is in present contineous. Have is there as laws is prural.
