B is correct..

Yeah I als feel that B is correct, moreover correct usage is to rebut.

IMO B is the correct answer, Bolt_n_Blue is correct, certain words trigger subjunctive is being use, require is one of them like propose, imperative

Definitively B. The use of the subjunctive mood is required after "mandate that".
