In C "In analyzing campaign expenditures" is correctly modifying the media which is plural( media is plural form of medium).
Rest all are awkward.

B. Analyses of campaign expenditures by the media has been focus on - same as reason above and it's in passive voice (by)

C. In analyzing campaign expenditures, the media have focused on -correct modifier and noun - verb agreement

D. Media analyses of campaign expenditures have had as a focus - it doesn't sound right

E. In their analysis of campaign expenditures, the media has been focusing on - Same reason as A and B
