not only to transform ..........but to create

in the usage of not xx but yy xx andd yy should be parallel just like how in this case they are followed by an infinitive


53.C and E are close but I will chose E

A - which incorrectly modifies Senate ...It should modify it should modify subsidies
B - usage of both is incorrect (both x and y , x and y should be parralel)
c- Usage of passive form
(subsidies were introduced by the Senate in 1994)

d.same as c


54.b

52. Correct idiom not only...but also. So I will go A (however presence of "it was do make me skeptical about that option).

55. B. (Modifying phrase correctly modifying Senate).

66. C (Earlier event should have "had" and later event simple past)

IMO A. Not only... but also ... is the idiom. I don't see anything wrong with A.

IMO E.
Original statement has 2 problems 1. which is away from the word its trying to modify. 2. The original statement is in passive voice. I normally go ahead and check if there is any better ption available to select.

Option B: B changes the placement of 'Both' which is wrong. Doesn't address any of the problems in original statement.

Option C: Same problems as orginal statement

Option D: Same problems as orginal statement

Option E: This option corrects all the problems in original statement.

The competition is between D and E. I opt for D.
The problem with C is "had spent", no need of past perfect here
The problem with B is placement of word "average" changes the meaning.
I find the construction of "compared with figure " looks correct to me.

for 66 -answer choice C--for two actions in past first should be "had spent " and later action simple past which is spent.
A- the tense is used in reverse order
b-tense order incorrect
d- compares the "time spent" with "figure of 6 hours" which is incorrect
e- growing to is incorrect

Although I went with C because of Tense following ambiguity can be considered.

"an average of " is generally used to indicate average of two or more values.
In d,e this may indicate average of ...slightly less than 2 and ....3 hours(this case half hours) which can be 2.5. In this case ,it becomes ambigious either less than 2.5 hours or average of less than 2 and 0.5 hours

E. was able not only to transform the impoverished coastal regions into thriving economic hubs but to create ...also is missing

Idiom gets the highest preference so i think we can live with A.. the better of 2 ..
