Guess only one of them could be parallel..Could you explain the parallelism in the first sentence?

Both are parallel.There is nothing wrong with the first sentence.

In both the cases,we are comparing "rainfall is received by Antarctica with that by other country"

In both the sentences,position of "does" is correct.
