A majority of the international journalists surveyed view nuclear power stations as unsafe at present but that they will, or could, be made sufficiently safe in the future.
(A) that they will, or could,
(B) that they would, or could,
(C) they will be or could
(D) think that they will be or could
(E) think the power stations would or could

Can you please discuss.

I feel it should be E as it clears the ambiguity that "they" refers to "power stations" and not jounalists but OA is D. Can anyone of you explain.

In all the above the subject is majority of journalists...so
majority of the international journalists surveyed view ...... majority of the international journalists surveyed think ....
(D) think that they will be or could
(E) think the power stations would or could ----> "Think that" using "would or could" together is like supoosing both the times..
Will ---> makes it sure to happen
could --> uncertainity..

it should be D...they unambiguously refers to Nuclear power plants...Majority of international journalists is singular...

Out of E and D I would prefer "E"

Clue: No room for ambugity : power stations instead of they ....makes more sense:

think that-Iodiom, if E had "that", E would be correct, but without "that" D should be correct.
