XX which illogically refers to money

C. to borrow money, limitations intended to protect
XX "the" is required before "limitations". And comma cannot be used

D. for borrowing money, of which the objective is protecting
XX "for borrowing money" is wrong

E. for borrowing money, limitations with the intent of protecting
XX "for borrowing money" is wrong

I am confused between C and B. And finally I goes for C because which in B is ambiguous, referring to either money or limitations. Although I also think that before limitations should the stand, C is still the best to me.
Any comments on whether we need "the" before "limitations"(limitations intended to protect).
