Arrow Stuck with quants questions
Hie folks, I need help with few questions below....

Q.1
If the units digit of the three-digit positive integer k is nonzero, what is the tens digit of k?
(1) The tens digit of k + 9 is 3.
(2) The tens digit of k + 4 is 2.

Q.2
The points R, T, and U lie on a circle that has radius 4. If the length of arc RTU is 4π/3, what is the length of line segment RU? (Need to understand how to draw the figure as I have answer explanation however without understanding the figure it is not making sense to me).
