IMO ..option Its between the original sentence and 3..
in other options the word "you" is used where as the portion of the origial sentence which is not underlined talks about "one"... so options with "you" are out.Out of 3 and 4..in 4 i think "necessary for anyone to write " is awakward construction.
I choose A<the original sentence) because it correctly used "be equired" with should <subjunctive> and is shorter..I am not ale to point a flaw in 3
