Which university is better? university of Manitoba in CANADA or University of Connecticut in US, for studying PhD in Mechanical Engineering? the costs are not important, just the the academic rank and and place is important for me.
Note: I am international student and live outside of US and CANADA.

I think Connecticut is the better choice,
