Well, it depends on what you mean by "low" GPA and "high" GRE, as well as the other components of your application. In general, though, a high GRE score does not make up for poor undergraduate grades. The combination can simply make it look as though you failed to live up to your potential as an undergraduate. PhD programs and top masters programs may not want to take a risk on someone who appears to struggle in classes despite being bright. There are many masters programs, though, that provide opportunities for students with sub-par undergraduate records to improve their profiles before applying to PhD programs.

GRE scores are 1-3 months of preparation of just memorizing words. GPA on the other hand is 4 years of solid work. So, in short GRE scores can never replace your GPA.
