Need Some information on applying for M.Sc in Mechanical Engineering

Dear Members,
Take my salam. Could u please give some suggestion on mid-level uniersities for mechanical engineering. Just as example: 65.4% marks at undergraduate level (ME) if the GRE score is between 1300-1350 and the TOEFL is 100. What are the chances of getting admitted with aids in Mid Level universities. Just wanna know. Please help me.

Another question: Actually i want to do both (M.Sc+Phd) in Mechanical Engineering. If i write mails to Professors should i express their clearly that i wanna do both Msc & Phd or only Grad studies? actualluy bit confused. please help me.
