Criteria for MS in Comp Sc

Hi All,

I have a query regarding the criteria for admission to Universities for MS in Comp Sc.
1. Is GRE/TOEFL score the only details used for judging whether a candidate is to be selected or not ? If not, how much weightage does this carry ? What about the statement of purpose and Letters of Recommendation ? What other factors come into play ?

2. Also : Take this scenario :
A person gets less than 1000 say around 950-1000. He has got around 3 years of IT experience and also good acads. A superficial college normally accepts students with a GRE score of around 1200-1300. Will this person stand a chance ? If yes, what are the factors that would be the saviours ?
