Admission int PhD program

I have a question regarding PhD in USA.I have got admission in MS in electrical engineering.Can I get admission in PhD program during the period I am doing my MS
or
First I will have to complete my MS and then I can apply for Phd

Usually if you want to get a PhD directly after a MS, youwould apply during the last year of the MS. So, yes, you can apply while still working on the MS, but not during the first quarter.
