The financial affidavit form contains a field called "List US Social Security Number or University of Michigan Application number", Will i get the application number after subitting my application?

Yes. if that field is essential than it is most likely that you will be given some number.
Actually most of the online applications, on submission, give you an application number.

I also think that the Affidavit should be sent after and if admission is offered since you don't knoıw if you're getting financial aid from the department until yout get an offer.
I already sent my application to U-Mich and they haven't indicated the Affidavit as a missing item yet. So I'm pretty confident that you can send it after an offer is made. Still you can call the graduate secretary to be on the safe side.
